RCDC - Allow for rebar designs for sections with failures to investigate existing conditions.

When completing a design in RCDC if the member fails, you cannot edit the rebar. I would like to be able to edit reinforcement. Then after the reinforcement is added, I would like it to print a full report so I can see what is failing. This is so I can have a better idea of what is failing and why when checking existing conditions. More discussion on this can be found here:
